The Bossier Parish Police Jury adopted Ordinance No. 5104 to amend Chapter 19 (Building Codes and Permits). The ordinance adopts specified 2021 International Code editions (with listed exclusions and amendments), creates a 'Major Industrial Project' designation (examples include projects over $75,000,000 or 500,000 square feet), and authorizes use of certified third-party providers for inspections under defined controls.
For Major Industrial Projects the parish may contract directly with third-party providers or require owners/contractors to contract with approved providers; inspection costs will be borne by the project owner and the parish retains oversight and audit authority. The ordinance also establishes fee multipliers for plan review and inspection (0.0010 and 0.0035 times project permit value respectively) and clarifies permit valuation and enforcement language.
