Police Jury awards $192,593 Old Alexandria Road contract and hears capital outlay updates

The Winn Parish Police Jury voted to award the Capital Outlay contract for Old Alexandria Road to Amethyst Construction, LLC for $192,593.00 after a motion by Author Robinson and second by Deionne Carpenter; the award passed with six jurors voting yes and one abstention.

Earlier in the meeting Henry Shuler of Shuler Consulting reviewed the parish's capital outlay projects: Cole Road is partially finished, Frank White is nearly complete, Brownville Road is complete, Aunt Marie Road will be put out for bid soon, an amendment for Eugene Garrett is proposed to shift work location, the tail end of Lum Fox is in design for Spring/Summer, L. Sullivan has been completed and submitted to the state, and sewer work on Thomas Mill Road has been awarded with work to begin soon. Shuler also discussed the preliminary Port de Luce reservoir plans, noting that if the site remained 300 acres as initially scoped it could affect up to 11 landowners but he expects a smaller footprint (about 150 acres) and that landowner consent and wetlands delineation/permitting remain outstanding issues. Shuler said Weyerhaeuser has been asked to issue a permit for survey and wetlands work.

Road Superintendent Perry Holmes also reported on road maintenance activities, a completed assistance resolution for the Village of Calvin, speed-limit signage on T. Wells Road, a planned RAC funding request totaling $296,000 (with a proposed $150,000 allocation for the south end of Gum Springs), and an upcoming decision about roughly $30,000 in repairs needed for the Coochie Brake bridge given private land ownership concerns.

The contract award and project updates position the parish to proceed with the contracted Old Alexandria work and continue design and construction on other capital roads as funding and permitting allow.
