Troup County tables LaGrange Housing Authority parking-lot funding request pending joint agreement

County Manager (speaker 3) told commissioners he had been working with Deborah Black of the LaGrange Housing Authority and the county engineer on a request tied to paving a parking lot that will serve a quadraplex. He said the county needs a "joint funding agreement" among the city, housing authority and county before the project can move forward: "we are in need of some sort of a joint funding agreement," the County Manager said.
The county attorney (speaker 5) explained the county's legal limits and that the county can use an intergovernmental agreement when the subject involves a mutual provision of services or exchange of value; he emphasized that donations are treated differently than intergovernmental agreements. Commissioners voted to table the item to give staff and the attorney time to formalize the agreement and report back.
