TerraCotta’s presentation team explained their request was limited to a Comprehensive Plan policy amendment identifying potential Landmark Opportunity Sites on Lot 15 and that no development approvals, zoning changes or building permits were being sought at this meeting. Presenters described the landmark allowance as targeted architectural features rather than full-building height increases and said proposed landmark areas would be located at gateway and view-oriented corners to improve wayfinding and waterfront integration.
TerraCotta representatives said the concept would "use less than the maximum landmark allowance" and illustrated stepped building forms, varied rooflines and material transitions intended to reduce monolithic appearance and maintain view corridors. Staff emphasized (and the TerraCotta team reiterated) that conceptual drawings had not been reviewed for full code compliance and that any future project would be subject to site development review, zoning compliance and City Council approval.
