Design-build team selected for Frontrunner 2X; UDOT managing construction due to state funds

UTA told the council a progressive design-build team (Horrocks DEA and Frontrunner Forward Partners — Stacy Witbeck Inc. and Ralph L. Wadsworth Construction) has been selected and UDOT will manage construction because of state funding in the package.
Janelle Robertson said a contractor has been selected and that the project will be delivered using a progressive design-build model. "It is a progressive design-built project," Robertson said, and she identified Horrocks DEA in partnership with Frontrunner Forward Partners, a joint venture of Stacy Witbeck Inc. and Ralph L. Wadsworth Construction.
Robertson explained that UDOT is managing construction because approximately $840 million in state funding has been allocated and that UTA will ultimately own and operate the system. She noted that funding availability will influence the extent of station work (relocations or enhancements) and that design work is well underway.
