Council members asked whether property-tax changes would limit local revenue options. Kay Kristofferson described a draft bill that would prevent a taxing entity from increasing property taxes by more than 5% without voter approval; he said some legislators are also considering a growth-factor approach that would alter truth-in-taxation processes.
Council members and representatives also discussed American Fork’s water-reuse application, which the city filed before a state law closed new applications and which seeks to treat effluent for use in the PI system. City Administrator David Bunker cautioned that the state engineer’s proposed changes to the point of diversion and the non-permanent nature of water-use permits mean approvals could be altered or revoked and could affect whether reused water reaches the Great Salt Lake.
No state action was taken at the meeting. Council members asked staff to keep tracking proposed bills and regulatory developments.
