Commission approves major transfers and 2015 budget supplements; sets 2016 provisional budget
Summary
Throughout 2015 the Clay County Commission approved transfers (including $1,025,837 to Highway fund), adopted a $170,134 supplement for 911 communications, and set the 2016 provisional budget with hearings scheduled for September.
Budget action was a recurring theme across the 2015 meetings. In late May the Board passed Resolution #2015‑13 transferring $1,025,837 from the General Fund to the Highway Fund and $27,051 to Emergency Management as levied for in the 2015 budget.
On Feb. 24 the Board held a public hearing and adopted Resolution #2015‑11 to supplement the County General 911 Communications budget by $170,134 to cover shortfalls and ensure payment of 911 expenses from the General Fund. The Board later adopted other contingency transfers and end‑of‑year adjustments in December (Resolutions #2015‑17 through #2015‑19), and allocated $55,000 toward an ambulance purchase and $19,800 for 911 communications equipment earlier in the year.
The county also completed its provisional budget for 2016 and set a public hearing for Sept. 1. The minutes reflect the Board’s regular review of surplus limits under SDCL 7‑21‑18.1 and other statutory reporting requirements.
