Clay County’s Highway Department and its contractor proceeded through bid reviews and change orders on the Saginaw Avenue/Loop Road project during spring and summer 2016. Commissioners approved Change Order #3 to add asphalt and set a substantial completion date of July 15, 2016 and final completion by Aug. 1, 2016. The County also authorized Johnson Engineering for bridge inspections and adopted a resolution to delete a permanently closed structure from the National Bridge Inventory where appropriate.
The Board moved budget transfers to fund the project and accepted associated pay applications after field verification; the board also discussed use of the State Bridge Improvement Grant (BIG) program and the State Infrastructure Bank for financing large bridge or road projects. Rod Polley, the Highway Superintendent, oversaw bid reviews and coordination with engineers and contractors.
