The Clay County Board of Commissioners convened Jan. 5, 2016 for its annual reorganization meeting and elected Commissioner Travis Mockler as chairman and Phyllis Packard as vice chairman by unanimous vote. The Auditor called for nominations and the commission then approved adoption of the Modern Addition of Robert’s Rules of Order (2005) and clarified minute‑taking procedures.
The board approved multiple administrative appointments and committee assignments, confirming Rod Polley as Highway Superintendent (two‑year term), Layne Stewart as Emergency Management Director (one‑year term), and Cynthia Aden as Welfare Director, Zoning Administrator and Veterans Officer (two‑year term). Commissioners also designated official newspapers and official depositories for county funds and set per‑diem and mileage rules for election judges and county representatives. The actions were recorded in a series of motions and resolutions adopted by roll call and unanimous votes.
