Clay County commissioners reorganize, confirm annual appointments and rates

The Clay County Board of Commissioners reorganized for 2015 on Jan. 6, electing Travis Mockler as chair and Phyllis Packard as vice chair after nominations and a unanimous ballot, County Auditor Carri R. Crum said.
The Board confirmed a slate of annual appointments including Layne Stewart as Emergency Management Director and Bruce Plate to the Public Safety Board, and designated multiple official depositories. It set the county funeral allowance at $1,900 pursuant to SDCL 28‑17‑4 and established travel reimbursement at $0.37 per mile, with meal allowances of $31 per day (Breakfast $6, Lunch $10, Dinner $15).
The panel also adopted the Modern Addition of Robert's Rules of Order (2005 version on file in the Auditor's Office) and directed that minutes not record motions that were not seconded. The meeting packet lists the full set of appointments and bank depositories approved by motion and vote.
