Council briefed on utility-rate study timing and scope of impact fees

Staff told the council the utility-rate study has proceeded in phases—first an audit of utility billing followed by a rate study—and that consultant comments are expected imminently. Heminger said staff expects results in two weeks and intends to bring finalized rates to the August or early-September council meetings for consideration.
On impact fees, Heminger said the committee's scope is limited to water and sewer impact fees at this stage and that impact-fee revenue can only be spent on the capital projects identified in the impact-fee capital improvements plan to serve new development. "The instruction that we've given to the committee is to look at water and sewer impact fees, not... streets," Heminger said, adding the fees must be used for projects identified in the plan.
