City outlines plan to phase out vehicle leases, set up replacement fund

City staff described a multi-year transition away from the enterprise lease program toward ownership and maintenance in-house. Heminger said the plan is to implement a vehicle replacement fund so departments budget a recurring payment that accumulates to cover future purchases, avoiding large one-time budget hits for replacements.
Public-works staff member Jay Chapel (S8) described efforts to upgrade the vehicle shop, bring more maintenance in-house and add staffing. "It's around 60% of our vehicles are still under that lease program," Chapel said, adding that the share will decline as the city retires or retains vehicles and purchases replacements outright.
