City Manager Robert Heminger told the council the draft general fund intends to add two positions: a deputy court clerk and an IT specialist to relieve one-person shops and meet growing workload demands. "What we are targeting and hoping for is to add 2 personnel, positions that were not in the previous budget," Heminger said, noting the numbers remain planning assumptions.
Several council members pressed Heminger on the sufficiency of two new hires and the administration's decision to remove the assistant city manager position. One council member asked whether the budget would use funds freed by vacancies or retirements; Heminger confirmed retirement savings and other reassignments would be used. Heminger also said the budget anticipates the second phase of a salary-survey implementation to help attract and retain staff.
