Board authorizes public advertisement of Envision Hanover midterm land‑use changes

"This is a presentation on changes that are being proposed to the general land use plan," Hunter said, and she walked the board through Group A (six mostly inside the suburban service area) and Group B (four changes that would remove land from the SSA).
Hunter told the board that staff's analysis shows the group B changes would remove about 4,700 acres from the suburban service area and could reduce the SSA's share of county land from 22% to about 20%. She warned that removing SSA land affects long‑term utility and infrastructure planning and could reduce residential capacity: "With removing the areas from the SSA, even with increased density, we probably would not have enough acreage to accommodate our expected growth over a long time frame," she said. After brief questions from supervisors, the board voted to authorize advertisement for public hearings on both groups, with the chair calling for wide community engagement ahead of the hearings.
