Commissioners press consultant on school capacity, traffic and service impacts

Commissioners asked how the housing needs analysis would account for downstream impacts such as school capacity, traffic and increased service costs. One commissioner warned that residential development can disproportionately increase capital burden on a largely residential tax base and pressed staff to consider those effects during implementation planning.
Goldring replied the RFP is narrowly targeted to a housing needs analysis and does not include operational service-cost modeling, though the study will produce data (student-generation estimates and housing-type projections) that can inform later CIP and school-capacity studies. "I think it does make sense once you quantify that, there's a way to calculate, you know, we have a student generation rate," Goldring said, noting such follow-on analysis could be performed after the housing study.
