Isle of Wight County has begun a six-month housing needs assessment led by consultant Ariel Goldring of "s pats and associates," the Planning Director told the commission. Goldring described a three-part study: a demographic analysis, an economic analysis that distinguishes place-of-work from place-of-residence, and a comprehensive housing-supply inventory that includes a rental-unit survey, unit characteristics, and a for-sale market analysis.
Goldring said the project will produce monthly updates to county staff and GIS mapping and that the final report will include conclusions and implementation recommendations. "The goal is to actually have results, hopefully, brick and mortar results that in a few years you can point to and say we had data-backed decisions," Goldring said. He also noted some practical limits: the study focuses on housing demand and supply and is not intended as an economic development study, though employment trends will be examined to inform housing needs.
