The consent calendar also included a ratification request for the public-safety communications project: the council previously approved an expenditure, and staff asked the council to ratify the finance director’s use of $1,339,250 of unassigned fund balance to fund phase 2 of the communications and infrastructure upgrade. The motion to approve the consent calendar passed 5–0 by voice vote.
