Commission recommends denial of Val Del mobile-home rezoning as presented; applicant asked to table

The Greater Lowndes Planning Commission on Feb. 23 recommended denial of REZ-2026-06 as presented, a request to rezone a Val Del mobile home area to a unified Planned Development. The agenda described the property (parcel 0071-040) as approximately 33 acres in one place and about 34 acres elsewhere in meeting materials; staff characterized the proposal as a reconfiguration that would create roughly 155 lots with recreation areas under the Unified Land Development Code (ULDC) standards. The commission voted 9-0 to recommend denial of the current submission.
Planner JD Dillard told commissioners the TRC generally recommended approval under ULDC sections 4.03.26 and 4.06.00 but that the applicant had asked to table the case until a more complete site plan could be prepared. Commissioners focused on access: Commissioner Vicki Rountree asked whether the plan reduces existing access points to two and staff confirmed the plan shows that reduction; Commissioner John McCall asked whether proposals that exceed 80 units would require additional access points under subdivision rules, and staff replied those subdivision requirements apply to subdivisions and that this application is not being processed as a subdivision. Commissioner McCall moved to recommend denial of the request as currently presented; Commissioner Calvin Graham seconded and the motion carried 9-0. The applicant may refile or present a revised plan for future consideration.
