Planning commission approves preliminary plat for 30 cabins at Kelly Canyon with conditions

The Jefferson County Planning and Zoning Commission voted 3–2 on Feb. 5, 2026 to approve a Preliminary Planned Unit Development for the Kelly Canyon Resort, allowing a 30-lot cabin development on 65.554 acres with one lot reserved for open space. Commissioner Jared Arnell moved for approval; Commissioner Trevor Arnold seconded. The motion passed with Arnell, Arnold and Chairman Michael Clark voting yes and Commissioners Lacy Barney and Warren Albertson voting no.
Commissioners attached a set of conditions before forwarding the preliminary plat to the county commissioners for final review, including a requirement that a hydrologist evaluate impacts to local springs and adjacent water users, a road maintenance agreement or HOA enforcement for long-term upkeep, engineering-level designs for sewer and water, a screening/landscape plan to reduce visual impact from E Kelly Canyon Road, and continued coordination with Fire, Road & Bridge, DEQ, and BLM as appropriate. Staff noted the county has applied for a grant to update the road to the project area; Road & Bridge staff indicated the grant would facilitate future improvements.
