Council awards archaeology reconnaissance grant and hires Libra Planners for comprehensive-plan update

The council approved two planning-related awards during the meeting: a grant-funded archaeological reconnaissance survey and a consulting contract for the town’s comprehensive-plan update.
Planning Director Al Rinaldi said the Rhode Island Historic Preservation and Heritage Commission awarded a certified local government grant to fund a townwide archaeological reconnaissance study and that the Public Archaeology Lab (Pawtucket) will produce a confidential GIS layer identifying sensitive archaeological resources. Rinaldi said cemeteries are already documented publicly, but the new layer will help staff flag potential resource concerns when development proposals are reviewed.
The council also authorized a $200,000 contract with Libra Planners (with GZA for resiliency) to lead the town’s required 10-year comprehensive-plan update. Rinaldi said five proposals were received, references checked and Libra rose to the top due to demonstrated engagement strategies and relevant experience.
Both contracts were approved by the council; the archaeology contract is grant-funded and the planning contract will be paid from the planning capital reserve.
