The council approved an award to BL Companies (Meriden, Conn.) for engineering services related to Scallop Town Park shoreline improvements and a planned formal dog-park layout for an amount not to exceed $129,000, to be advanced from the town's unassigned fund balance and reimbursed with congressional and DEM grant funds.
Planning staff described an RFQ and interview process that shortlisted six firms and identified BL Companies as the best fit based on prior local experience and the firm's approach to sensitive shoreline permitting and community goals. The director said the project will start planning in September, go to bid next year and aim for construction in summer 2026; phased openings (for example, fencing to open dog-park areas) are possible before full completion. The motion carried 5-0.
