Councilors approved additional services to prepare the Rhode Island Historic Resources Archive documentation the state requires before it will approve demolition of Frenchtown and Hannaford elementary schools. Consultants said the archive submittal must meet professional-qualifications and Historic American Building Survey-style documentation standards (photographs, narratives and drawings) to secure RIDE approval and reimbursement for demolition work.
Project staff said the archival documentation contract is modest in comparison to the potential reimbursement at risk; a consultant estimated the archival documentation will cost about $36,000 and warned that without it the district could jeopardize more than $500,000 in reimbursable demolition costs. The council approved funding the service from bond proceeds and voted 5-0 to authorize the work.
