Council Approves PILOT to Preserve St. Bernard Manor, Adds Resident Protections

On Feb. 23 the St. Bernard Parish Council adopted Resolution SBPC #2612-02-26 authorizing a payment in lieu of taxes (PILOT) for the property known as St. Bernard Manor (2300-2400 Archbishop Hannan Blvd., Meraux; tax parcels 4563000R1D2B & 4563000R1D3B) to facilitate its continued affordable senior-focused housing mission following transfer from an Archdiocese-controlled entity to new ownership.
During consideration the council amended the resolution to add protections specifying that existing residents shall be permitted to remain, that the existing waitlist is to be honored, that the operator will work with parish officials to notify Parish residents of residency and waitlist opportunities, and that no resident shall pay more than 30% of their reported income for rent under HUD-governed terms. The amendment and final resolution were adopted by recorded vote with the Chair casting his vote as YEA.
