Stormwater Director Carl Coe presented operational and capital highlights for the stormwater management fund, including staff additions, equipment changes and project updates. Coe said the department added a second swale trenching crew this fiscal year and reduced open-swale work orders from 654 to 225. He also reported an in-house concrete and asphalt crew was added and that the department ordered a pontoon excavator (delivery expected in January) and a crew truck for the pontoon operator in next year's budget.
Council questioned whether the pontoon and related equipment could be used in saltwater canals; Coe said the pontoon is capable but saltwater shortens equipment life, so rental or different deployment might be used for saltwater sites. He said staff will pursue community outreach for Burrows Drive/Stonewater Park, which has a $150,000 design and permitting appropriation next year, and warned there are trade-offs between park features and pond capacity. Coe also flagged capital work (Colbert Drainage project) and recommended pursuing a new lidar update to improve the citywide stormwater model and better direct maintenance and capital investments.
