The Columbiana City Council opened a public hearing on the annexation of 6.279 acres proposed by Lakefront Preserve LLC and a concurrent request to classify the land as R-3, high-density residential. Joyce Alcorn (speaker 3) spoke during the hearing and said she is “really, really concerned” about the city’s ability to provide electric, water, sewer and emergency services for continued growth.
Alcorn asked, “At what point do we start worrying about our utilities, our electric, water, and sewer? ... At some point, we have we can't keep growing like this.” Council acknowledged the concern; the mayor and staff said departments and committees are examining EMS and service capacity. On the evening’s agenda the council conducted the second reading for Ordinance No. 26-O-3351 accepting the annexation; later the council read a related ordinance (first reading) establishing R-3 zoning for the tract. No final rezoning vote was recorded during the hearing.
Council members and staff said they are reviewing infrastructure implications and a council committee is working with the city manager and department heads to evaluate EMS coverage and utility capacity before further action.
