Guadalupe County approved a contract with Kelly Property Care on Nov. 5 to purchase, install, take down and store holiday lights for 12 trees on the courthouse lawn. The vendor asked for an advance payment to cover purchases and staging; the court approved the agreement by voice vote.
Mr. Vasquez explained the vendor would purchase the lights and store them for the county; commissioners asked whether the storage would be county-owned lights and reviewed contract terms covering damage or force-majeure events (the vendor confirmed they will repair damaged lights).
