Staff said a typical Ciclovia spans 2–6 miles and requires intersection protection and substantial staff resources; a pilot under the current proposal would cover a short route but still entail staffing, traffic‑control equipment and rental barriers. Council members proposed lower‑cost alternatives, including a neighborhood‑scale pilot, a Bay Trail or Bayside trail activation, or piggybacking Ciclovia programming onto existing city events such as Cinco de Mayo or Juneteenth to reduce marginal costs.
Council Member Jimenez moved (and Council Member Wilson seconded) to have staff develop multiple options and return with budget estimates and a recommended implementation timeline in early next year; the motion passed with one abstention. Mayor Martinez and the city manager cautioned that staff resources are already stretched—multiple studies and capital tasks are underway—and that costs for traffic‑barrier rentals and required police and fire staffing must be weighed before final selection.
The council asked staff to explore external funding and community‑based sponsors, and to consider staged pilots or neighborhood events to grow a bike culture before expanding to longer Ciclovia routes.
