The board recessed the public hearing for The Reserve, LLC’s proposal to subdivide an 11.98‑acre parcel at 698 West Hill Road into six single‑family lots. Ted Reeves presented plans showing septic systems, wells with well shields on the subject property, and a cul‑de‑sac to provide emergency turnaround; he said a State Water/Wastewater permit had been obtained.
Neighbors objected to the plan during public comment. Joe Tito told the board that "well water production at the abutters' wells is running dry and they are downhill from this property," and said his basement had flooded in the past where water flowed between properties. Board members pressed for a stormwater/erosion control design. Chair George Tucker, Jr. cited the Town of Ludlow Subdivision regulation (Section 4.34) and asked the applicant to submit a stormwater plan prepared in accordance with Best Management Practices; the applicant agreed that a plan could be prepared and that septic corrections would be made. The board recessed the hearing to the April meeting to allow submission of corrected plans and abutters' evidence (photos/letters). Motion: George Tucker, Jr.; second: John Boehrer. Motion passed unanimously.
