Owners of 61 Pleasant Street told CO withheld pending settlement of back-billing

A dispute over an unpaid water allocation fee at 61 Pleasant Street led the Ludlow Water Commission on Jan. 6 to require account settlement before a certificate of occupancy (CO) will be issued.
Erin Ladd explained that the 2009 permit process had a discrepancy: a three-unit permit was filed but only two units were paid for, and the current owners need a CO before closing. Ladd said she would research the account and told the meeting, "she will not issue a CO until this issue is resolved." David Rose said the Commission can "back-bill for 1 additional bedroom from 2018." Shawn Lee, present in the meeting and involved with the property, said he was "happy to pay the back fees" and is waiting for the assessment.
The board adopted a motion that the Town Manager settle the account and then the CO be issued; the motion passed unanimously. Staff will research the correct back-billing amount and follow up with the property owner by email as requested.
