Ludlow Water Commission approves FY27 budget, flags capital projects and possible rate review

The Village of Ludlow Water Commission unanimously approved the proposed FY2027 budget at its Jan. 6 meeting, even as commissioners discussed the need to fund several near-term capital projects and possible future rate adjustments.
Penny Wu, municipal manager, presented spreadsheets comparing FY24–FY26 budgets and actuals and said, "the Water Commission is in pretty good shape." Commissioners noted the water mains line items were $18,000 for FY2025, $21,500 for FY2026 and $25,000 for FY2027, and discussed larger projects including Pleasant Street Extension and Lower High Street that could require outside financing.
Chairman David Rose said the town has submitted projects to the Vermont Drinking Water State Revolving Loan Fund but that financing approvals have been delayed. He added the Commission has two shovel-ready projects—Lower High Street and Pleasant Street Ext.—that might be advertised for bid and paid from excess funds if necessary. "We may need to finance the funds for that building," Rose said, referring to anticipated capital work tied to plant and spring infrastructure.
Commissioners agreed to revisit the need for a rate adjustment at the May meeting to "true up" budgets to projected project costs. The board voted to approve the budget as printed; the motion passed unanimously.
