Parks director proposes using aquatic fund balance to start Riverview Pool study

Parks and Recreation Director Josh Shakers told the committee staff located an aquatic‑center fund balance that appears to be unused and suggested using part of it to pay for an engineering assessment.
"There's $46,000 in there," Shakers said, recommending that the committee allocate $22,000 now to begin the study and leave the remainder available for later CIP or splash‑pad planning. He said the approach would allow work to start without borrowing or using general funds: "It doesn't touch borrowing. It doesn't touch the general funds," he said.
Shakers told the committee the recommended plan would allow the city to get firm numbers on repair versus replacement and to present those options before committing to construction funds. He said the recommended consultant has worked on similar riverside pools and could present phased options and visuals to help council decide.
