At the Jan. 20, 2026 meeting of the Cumberland County Economic Development Authority: (1) Director Glenn Mozingo moved and Director Robin Caputo seconded approval of the agenda; the motion passed 4-0. (2) Mozingo and Caputo moved and seconded approval of minutes from Nov. 18, 2025; Dec. 17, 2025; and Jan. 8, 2026; that motion passed 4-0. (3) Director James Ennis moved and Director Glenn Mozingo seconded a motion to enter closed session at 7:05 p.m. to discuss a prospective business or industry and to discuss a public contract (a grant agreement); the motion carried 4-0. The Authority invoked exemptions under Va. Code § 2.2-3711.A.5 and § 2.2-3711.A.29 to permit those discussions in closed session.
After reconvening, the Authority adopted the required certification under Va. Code § 2.2-3712 by recorded vote: Ennis Yes; Brooks Absent; Mozingo Yes; Caputo Yes; Boswell Absent; Seal Yes. The minutes state that the Authority certified that only the exempt matters described in the motion were discussed and that no action was taken in closed session. The meeting adjourned and the Authority scheduled its next meeting for March 17, 2026 at 6:30 p.m.
