Commission backs city plan to prioritize ADU regulation changes in moderate-income housing strategy

The Planning Commission voted to forward a positive recommendation to the City Council for the 2024 Moderate-Income Housing Plan amendment (application 2024-0303-TA) that replaces Strategy L (fee waivers) with Strategy E: reducing regulatory barriers to internal and detached accessory dwelling units (ADUs and IADUs).
Todd Taylor outlined the proposed five-year implementation schedule: 2024 code changes and adjustments to deviation criteria, a 2025 ADU brochure and outreach program, a 2026 evaluation of outcomes, and a 2027 ordinance reevaluation. "The proposed general plan amendment is to replace strategy L with strategy E, which is to create or allow for and reduce regulations related to internal or detached accessory dwelling units," Todd Taylor said. Commissioners discussed tiny homes and development-ready plan incentives; several commissioners praised ADUs as a practical way to increase housing supply and recommended the council adopt the amendment.
Staff said ordinance drafting would follow once the general-plan amendment is added to the city's plan. The commission’s recommendation sends the strategy to the City Council for final approval and begins groundwork for upcoming code amendments and outreach.
