Mary Anne Pickering, the staff contact, explained the change shifts the lot from RA2 (Residential Agricultural, 20,000-square-foot minimum) to R3 (Residential, 13,000-square-foot minimum), enabling a potential subdivision into two lots to match family-owned lots to the west.
Applicant Sam Norman said the intent is to build a personal home on an interior lot and that the existing front house could remain or eventually be removed depending on lot layout. Neighbors at the hearing expressed concerns about neighborhood character, access width and the potential for greater density. J Michael Burrows warned of possible additional lots if other nearby approvals occur, saying the change "could lead to 6 to 8 homes" in a worst-case scenario; commissioners and staff explained access constraints and that, as presented, the change would yield at most one additional home on the parcel. Commissioners found the demonstrated plan and staff findings sufficient to recommend approval to the City Council.
