The Draper City Planning Commission voted to approve a deviation request that allows an internal accessory dwelling unit (IADU) within the primary residence at 14653 South Pristine View Cove, application 2024-0287-VAR. Nick Whitaker, the staff contact, told commissioners the property sits inside a mapped area where IADUs are generally prohibited because of narrow/private streets and on-street parking concerns, but that the proposal meets Draper’s deviation criteria if conditions are applied.
Gary Powers, the applicant, described the unit as a daylight-basement apartment with four bedrooms, two bathrooms, a full kitchen and an internal garage. "My house is pretty large. It's about 9,000 square feet," Powers said, explaining there is separate access and room to park three additional vehicles without relying on street parking. Commissioners discussed the original reasoning for the prohibition map — concerns about narrow streets and on-street parking — and asked about comparable ADUs in the neighborhood and the proposed second parking stall for the unit. Commissioner Susan moved approval under the staff-recommended conditions; the motion passed by voice vote.
The staff report (08/09/2024) will govern conditions, including required on-site parking and standards to limit off-site parking impacts. The commission framed its action as a recommendation to approve the administrative deviation; any code conformity or enforcement questions will be handled during permit review and recording as required.
