Travis (city staff) presented a single-event permit request for the Utah Foster Care Foundation for Sept. 13 (5:30–10:30 p.m.), describing a cocktail hour, dinner music and a later silent disco; staff recommended conditions similar to the previous item to reduce sound and parking impacts.
Applicant Susan Bouchard (speaker 23) asked to allow the downstairs cocktail-hour doors to remain propped open until 7:00 p.m. She described plans for a single guitarist and said the doors would be closed afterward. After discussion, the council amended Condition 1 to allow doors propped open until 7:30 p.m., explicitly banned fireworks including sparklers, and approved the permit unanimously, 4–0. Bouchard reiterated, "No fireworks. No sparklers. None of that." Staff said they would monitor compliance with the conditions.
The conditions balance the applicant's desire to provide an inside/outside cocktail experience with neighborhood noise and safety protections.
