At the Feb. 9 meeting, Mark Dupont said he purchased the 23-acre property five years ago and seeks a subdivision to allow an accessory dwelling unit (two bedrooms, 1½ baths) and a roughly 600-square-foot barn. Dupont said he has utility and emergency-service letters, an engineer for the septic design and plans to follow town standards for a new access road if required.
Board members focused on technical subdivision requirements: Phil Carter raised questions about the placement of well shields and whether any encroachment would affect abutters; Dupont said the well shields are on his property but acknowledged a 15-foot encroachment related to the septic layout. Tucker and staff explained that deeded encumbrances for shared-driveway maintenance should be drafted now so future owners understand maintenance responsibilities. Dupont said he expects to return with final materials within six months and understands the final-drawing requirements under Section 2.1 of the Subdivision Regulations.
The board closed the preliminary sketch hearing unanimously with an expectation that final plans will include septic approval, possible driveway easements and deed language clarifying maintenance obligations.
