Terry Carter noted that following the Jan. 5 meeting, a provision requiring bank stabilization, channel management and related projects in the floodway to obtain conditional-use approval and hydrologic and hydraulic analyses had been removed from a draft; she and others consulted with Montpelier flood personnel and planning staff and concluded the provision could be restored. The board approved the Flood Hazard Bylaws unanimously, with members indicating the restored language aligns with standard engineering practice and local floodplain management expectations.
Board members agreed the restored provision would require analyses by a registered professional engineer certifying no increase in base flood levels; staff and advisors confirmed the reinstatement after consultation.
