Ludlow moves forward with FEMA/VEM buyout for 91 Route 103 (Sam’s Steakhouse)

On Feb. 9 the Ludlow Select Board approved moving forward with FEMA and Vermont Emergency Management (VEM) processes to buy out the property at 91 Route 103 (formerly Sam’s Steakhouse) and have VEM perform demolition and site remediation.
Municipal Manager Penny Wu reviewed options carried over from a November 2023 vote: (1) proceed with the FEMA buyout and VEM-managed demolition (recommended), (2) have the town perform its own site assessment and sampling, or (3) take no action. Wu said VEM would pay the owner, perform demolition and grade the land; the town would then own the parcel subject to deed restrictions that prohibit development and limit uses to non-infrastructured uses such as a gravel parking area.
Board members asked about environmental liability and valuation. Penny Wu said the pre-flood value was about $1.1 million. The motion to continue with FEMA/VEM next steps was made by George Tucker, Jr. and seconded by Noah Schmidt; it passed unanimously. The town will proceed with the buyout pathway recommended by staff and VEM.
