Staff said the change orders are part of a not-to-exceed $12 million SRF loan. "With all this stuff, contract number 5... 4 is the 80 ADM pump station... Contract 1 is the RWRF expansion," staff explained, and reported the project spending is "right around 9" million to date. The director and engineer described reactor upsets and the need to add sludge from ADM to recover reactor health, which has delayed full operational capacity and contributed to change orders.
Councilmember Seeley asked whether numerous temporary easements and their extensions were budgeted; Jason Craft and staff said utility relocations, contractor sequencing and underestimated timelines caused the slide and that liquidated damages are expected to offset some extension costs. Staff committed to providing a tabulation of easement costs and a written update on the reactor and pretreatment timeline before the next meeting.
