Staff said that HRC (and similar utility projects) often need small parcels (as small as 1,000 square feet) for pump stations or other infrastructure; creating a narrow ordinance exception would avoid repeated variance requests to the Board of Zoning Appeals. "They do not need an acre to do what they need to do," staff said, describing a typical pump-station footprint and noting that this problem has arisen repeatedly.
Commissioners moved and seconded a motion to bring forward an amendment to provide a clear administrative pathway for small utility lots; the motion passed by voice vote. Staff will draft language and return the item for public hearing.
