County Manager Brian Alligood presented a request from the Town of Belhaven asking to be included in the Beaufort County Rescue Service tax district. Alligood explained that Belhaven had previously paid an equivalent of the EMS tax by direct transfer and now seeks to be included directly in the county tax district; if included, the town would stop separate transfers and be taxed in the same manner as other properties within the district.
Alligood walked the Board through the statutory sequence for annexation under G.S. 153A‑303 — the town must pass its own resolution asking to be included, the county must mail notices to town residents, hold a public hearing, and adopt a report detailing necessity and implementation. He said Belhaven meets the statutory requirements and the Board voted to approve the town’s requested inclusion and authorized staff to proceed with required notices and hearings. County staff noted Belhaven had said it expected to be current on payments to July 1.
