Zion Shelter & Kitchen gets $12,000 contingency allocation; shelter expands warming‑station and meals program

Darwin Woolard, director of Zion Shelter & Kitchen, asked the Board for additional funding to support meal costs and emergency hotel sheltering. Woolard said the organization has restructured its operations to emphasize work expectations and supportive programming for residents and that the group recently used philanthropic donations to fund hotel rooms during severe weather: "We feed about 100 people every day," he told the commissioners.
Commissioners asked for program details and oversight. Commissioner Stan Deatherage requested a formal accountability arrangement; Woolard agreed to provide receipts and accept oversight terms. Commissioner Hood Richardson moved to take $12,000 from contingency and to require oversight; Commissioner Randy Walker seconded and the motion passed unanimously. Manager Alligood and finance staff will work with the shelter to define reporting and the schedule for required receipts.
