Commissioner Talton presented the bid award; Commissioner Byrd seconded the motion and it carried unanimously. Chairman Perdue noted that federal ARPA guidance changed after the law passed to allow resurfacing projects and reminded the board of deadlines for obligations and expenditures tied to ARPA funding.
