The Draper City Council voted unanimously to grant local consent for BTDR LLC, operating as Bout Time Pub and Grub, to operate a bar at 1194 East Draper Parkway.
Todd (staff, speaker 6) described the request as a bar establishment license requiring the primary entrance to meet proximity tests for community locations; staff showed the proposed entrance would be about 215 feet from a nearby church property line and that the walking path measurement exceeded the 600-foot test. Dan Inouye (speaker 13), who lives nearby, said he opposed the proposal and told the council it would “change the character of the neighborhood” and noted the location's proximity to the Stake Center.
Applicant Tim Ryan (speaker 12) described Bout Time as a Utah-based company operating multiple locations and said the business has had no liquor liability claims and a strong record as a “good neighbor.” He said Bout Time’s food sales are substantial and that the location meets Utah’s proximity requirements. Councilmember Green moved to grant local consent with the building-permit condition the staff recommended; the motion passed unanimously (4–0).
