Council approves utility‑extension agreement to serve Elkhart County Fairgrounds

The council considered Resolution 2026‑08 to authorize extension of water and sanitary sewer utilities outside Goshen city limits to serve the Elkhart County Fairgrounds. The clerk read the resolution title and purpose in open session (SEG 574–579). Don Schuhl of the legal department told councilors the resolution itself was unchanged but that the attached agreement and exhibits had been revised to clarify which infrastructure would be dedicated to the city and which would remain private (SEG 585–595). "The most significant change is that previously exhibit A was just the description of the easement, whereas now exhibit A is the entire easement document," Schuhl said (SEG 639–641).
Council members questioned who would pay ongoing utility charges and whether the fair would be assessed commercial rates; staff confirmed the fair would be billed like other commercial customers and there was no upfront connection charge (SEG 655–666). The council moved and seconded the resolution and later voted to adopt an amended 'red line' version of the agreement; the amendment carried and council proceeded to final action on the resolution (SEG 736–746).
