Commissioner Matt Bellantoni raised multiple specific mapping questions, asking why Partridge Lane—which he said has water and sewer—was carved out of the proposed Tier expansion. "Partridge Lane has water and sewer and asked why that was excluded from the map," Bellantoni said. MARC planner Kellen Appleton replied that available data shows much of Partridge Lane falls within steep-slope areas and therefore did not meet the recommended thresholds for Tier 1B.
Bellantoni also questioned whether Pleasant Street north and south should be included and whether enlarging the Village Center would allow properties to access state grants targeted to Village Center-designated parcels. Kellen Appleton said the Village Center footprint was left unchanged to reflect primarily commercial focus and that expanding it might not deliver the same program benefits. Commissioners asked MARC to re-examine parcels at Partridge/Plumley and to provide a revised map that considers contiguous neighborhoods.
