Martha Harrison of MARC told the Planning Commission that the proposed clarification would treat group homes with eight or fewer residents as a permit process and group homes with nine or more as conditional zoning. She recommended the commission identify which districts would allow group homes; commissioners agreed to include R2, RC1, RC2, the Lake District and Town Residential.
Members discussed implementation details and placement. The commission tabled a separate question — which districts should allow hotels — until the full board can meet. No formal motions about hotel districts were made at the Jan. 20 meeting.
