Municipal manager: charter packet for Ludlow town/village merger sent to Legislative Counsel

In municipal updates Penny Wu reported that the Secretary of State forwarded the charter packet for the town/village merger to Legislative Counsel, and that staff are working with Government Operations with the hope of moving the measure in the current legislative session; if not, it will proceed to the next session beginning January 2027.
Wu also reported meetings with downtown property owners about vacant Main Street buildings and ongoing conversations with Noah Schmidt and Pam O’Neil about possible future uses for the Black River High School building; she said the village currently has a three-year lease with an Expeditionary School that ended in March 2026 and that the board will consider forming a committee and community engagement if the applicants come forward.
