Ludlow trustees hold public hearing on plan to merge Village into Town ahead of March vote

The Village of Ludlow Board of Trustees held a public hearing Feb. 17 to solicit input on a proposed Plan of Merger that would dissolve the Village charter and fold its assets, liabilities and functions into the Town of Ludlow. Chairman Bob Brandt opened the hearing at 6:00 p.m. in Heald Auditorium and said trustees were present to collect comment, not to decide the proposal.
Town/Village Manager Penny Wu told attendees "this hearing is not for debate but to answer questions and gather information. No decisions will be made tonight." She said hard copies of the proposed merger plan and supporting materials are available at town hall and online, and reiterated that the earliest possible public vote is set for March 24, 2026. If the local votes pass and any reconsideration period is cleared, the charter package will be forwarded to the Vermont Legislature for final review and likely edits; the trustees anticipate an effective date around July 1, 2027.
